- Purpose of This Document
This document sets out the identity verification requirements that apply to all registered Charlottetown accounts. The procedures described form part of the platform’s compliance obligations under applicable Canadian federal and provincial frameworks, including anti-money-laundering and responsible gaming standards. Completion of identity verification is a condition for continued use of account functions.
- Why Verification Is Required
Identity verification is required for regulatory and operational purposes, including:
- Confirming that the account holder meets the minimum legal age for gambling in the province of residence
- Preventing the use of accounts by individuals using false or stolen identities
- Supporting self-exclusion measures and responsible gaming controls
- Meeting obligations under Canadian anti-money-laundering legislation administered by FINTRAC
- Detecting and preventing fraud, account takeover, and other forms of financial crime
Verification is not optional. Accounts that do not complete the required verification steps may have transaction functions restricted or suspended until the process is finalized.
- When Verification Is Triggered
Charlottetown may request identity verification at any of the following times:
- During account registration
- Before processing a withdrawal request
- When account activity meets thresholds that trigger review under applicable financial crime regulations
- When there is a discrepancy between information provided at registration and information identified through subsequent account activity
- When a responsible gaming flag or self-exclusion check requires identity confirmation
- At any time when re-confirmation of identity is required under updated regulatory guidance
The company reserves the right to request verification at any time where there is a reasonable compliance or security basis for doing so.
- Information and Documents Required
4.1 Personal Information
At minimum, account holders must provide the following information accurately at registration:
- Legal full name as shown on government-issued identification
- Date of birth
- Residential address in Canada
- Valid contact details, including email address
4.2 Acceptable Identity Documents
To complete verification, at least one of the following government-issued documents must be submitted:
- Canadian passport - original or certified copy, clearly legible
- Provincial or territorial driver’s licence - front and back
- Provincial or territorial photo identification card - front and back
- Permanent resident card - front and back
- Canadian citizenship card - front and back
Documents must be current and not expired at the time of submission. Images must be clear, unobstructed, and display all four corners of the document.
4.3 Address Verification
Where address confirmation is required separately from the primary identity document, one of the following may be requested:
- A recent utility bill (issued within the past 90 days)
- A bank or financial institution statement (issued within the past 90 days)
- Official government correspondence showing the account holder’s name and residential address
4.4 Additional Verification
Depending on account activity, transaction history, or risk assessment, Charlottetown may request supplementary documentation. This may include source-of-funds documentation or additional identity confirmation through a liveness or biometric check conducted via the verification process. Any such requirement will be communicated directly to the account holder through the registered contact details.
- How to Submit Documents
Documents must be submitted through the authenticated account portal. Charlottetown does not request identity documents by unsolicited email, third-party messaging platforms, or any channel outside the verified account environment. If a request for documents is received through an unverified channel, the account holder should not respond and should contact support immediately.
Submitted documents are reviewed within the timeframe indicated at the point of submission. The outcome of the review will be communicated to the account holder via the registered email address.
- Data Handling and Retention
Identity documents and personal information collected during the verification process are handled in accordance with the Charlottetown Privacy Policy and applicable Canadian privacy legislation. Documents are used solely for the purposes described in this policy. Identity documents are not sold or shared with third parties except where required by law or under regulatory obligations.
Retention periods for verification records are determined by applicable legal requirements. Account holders may request information about storage and handling of their data by contacting support.
- Consequences of Non-Completion or False Documentation
Failure to complete identity verification within the timeframe specified in a verification request will result in restriction of account functions, including the ability to make withdrawals. Accounts may be suspended pending completion of the verification process.
Submission of false, altered, or fraudulent documents is treated as a serious breach. Any account for which fraudulent documentation is identified will be closed, and the matter will be reported to relevant authorities as required under Canadian law. FINTRAC has documented the use of forged and misleading identity documents in gambling-related financial crime, and document integrity is treated as a non-negotiable compliance requirement.
- Provincial Regulatory Context
Canada’s gambling regulatory framework operates at the provincial level within the broader context of the federal Criminal Code and financial crime requirements. Depending on the province of residence, additional or specific verification requirements may apply. Charlottetown applies verification standards consistent with the requirements of the applicable provincial regulatory framework and federal obligations administered by FINTRAC.
Account holders in Ontario should note that the province operates a regulated private-operator market overseen by the Alcohol and Gaming Commission of Ontario and iGaming Ontario. Residents of other provinces are subject to the standards of their respective provincial regulatory bodies.
- Contact
Questions regarding the identity verification process or the status of a submitted verification request should be directed to Charlottetown support through the authenticated account portal or via the contact details published on the official Contact page.
